United States and United Kingdom Warn of Substantial Electronic Visa Data Breach in Federal Republic of Somalia

Government Residence Villa Somalia
Approximately 35,000 individuals could be affected, alerts the US embassy

A significant information leak in the Somali digital visa application system potentially disclosed private data pertaining to tens of thousands of individuals, involving US citizens, the US embassy in Somalia has warned.

The embassy reported obtained credible reports that "unknown cyber attackers" compromised the Somali government's e-visa platform, likely endangering information belonging to approximately 35,000 individuals.

The compromised files distributed through digital channels comprise personal identifiers, photographs, date of birth information, relationship status, home addresses and email information, as stated in a United States official announcement published on Thursday.

"This information compromise continues to occur and could expose all private information provided to this platform," the UK has additionally cautioned travellers.

"Consider the risks when considering application for a digital visa necessary for entry into the Federal Republic."

Administrative Action

Somali authorities have not issued statements on the breach. Nevertheless authorities has shifted its visa service from evisa.gov.so to the new system the updated platform, without issuing a public clarification.

"Although the US Embassy in Mogadishu cannot verify whether an individual's data belongs to the breach, individuals who have applied through the electronic visa system could be impacted," the official communication declared.

Geopolitical Impact

Somalia's new system mandates all travellers, including those from the autonomous region of Somaliland and the partially independent area of the northeastern region, to apply for entry visas through digital means.

Opponents claim applicants have experienced additional charges in certain regions, amounting to duplicate payments.

Geopolitical Background

Somaliland, that proclaimed statehood in three decades ago, administers its affairs via separate governmental bodies yet hasn't received internationally recognised. Somalia maintains that this territory continues to belong to its jurisdictional area.

The alleged breach adds to long-running tensions involving Mogadishu and northern authorities regarding authority over national air territory. While Somalia re-established complete authority of territorial skies in 2017, Somaliland persistently challenges the current system.

Ongoing Conflict

The dispute intensified recently after Somaliland's President Abdirahman Irro announced the northern territory would refuse Mogadishu's electronic visa and instructed that carriers are required to secure authorization from Somaliland officials when approaching their territorial skies.

Nevertheless leading carriers have chosen not to accept travelers without Somalia's e-visa approval.

In the latest development, Somaliland's Foreign Minister the diplomatic representative again insisted that "anyone travelling to Somaliland should receive entry permission at the point of entry", stating Mogadishu's digital application process lacked security and alerting that "individual details can fall into radical elements" due to using it.

Passenger Complications

The stand-off has resulted in numerous passengers traveling to the northern region stuck in transit hubs after being denied boarding due to absence of Mogadishu's digital permit.

Hargeisa's air transport representative, the transport official, has informed news organizations that the regulations - initially declared earlier this year - were implemented on 10 November.

Officials declared airlines that do not comply would be instructed to divert, and stated several aircraft had already been rerouted.

Aviation Authority Dispute

Recorded material published by Somaliland's aviation ministry appears to show regional aviation officials issuing instructions to foreign aircraft commanders - a move hailed internally as a confirmation of northern self-governance.

But Mogadishu's air transport department maintains it maintains exclusive regulatory authority concerning the national airspace information zone (aviation control zone), encompassing all territorial skies. Officials have directed each flight to disregard any instructions issued by entities except central government.

It warned that failing to comply with Somali and international aviation rules could create safety risks and lead to "significant legal repercussions".
